PEOPLE v. GALARZA, RAUL JR.- Defendant was convicted of felony violations of Penal Code section 451(b), Arson to an Inhabited Structure, Penal Code section 236, False Imprisonment, and a prior Strike conviction. Defendant was sentenced to 10 years and 8 months in state prison. The case was prosecuted by DA Stewart with assistance from Glenn County Sheriff’s Office Deputies Barnes and Sheldon, K9 Draco, Sergeant Gibbs, and Detectives Knight and Felton.

PEOPLE v. GONZALEZ-PINEDA, MIGUEL ANGEL- Defendant was convicted of a felony violation of Penal Code section 288.5(a), Continuous Sexual Abuse of a Child. Defendant was sentenced to 6 years in state prison. The case was prosecuted by DDA Neumann with assistance from Orland Police Department Sergeant Johnson and Victim Witness Advocate Pinedo.

PEOPLE v. SUSOEFF, MARK- Defendant was convicted of a felony violation of Vehicle Code section 2800.2, Evading a Peace Officer and a violation of Penal Code Section 667.5(b), Prior Prison Commitment. Defendant was sentenced to 4 years in state prison. This case was prosecuted by DA Stewart with assistance from Glenn County Sheriff's Office Deputy Ayres and Thompson.

PEOPLE v. ESQUIVEL, HERMILO JR.- Defendant was convicted of a felony violation of Penal Code section 646.9(a), Stalking, and a misdemeanor violation of Penal Code section 243(e)(1), Battery on a Person in a Former Dating Relationship. Defendant was sentenced to 240 days in county jail, 52-week Batterer’s Treatment Program, and 5 years formal probation. The case was prosecuted by DA Stewart with assistance from Orland Police Department Officer Carmon.

PEOPLE v. PHILLIPS, MICHAEL JAMES- Defendant was convicted of felony violations of Penal Code section 459, Second Degree Burglary, Penal Code section 22210, Possession of a Billy Club, and a prior Strike conviction. Defendant was sentenced to 7 years and 3 months in state prison. The case was prosecuted by DA Stewart with assistance from Glenn County Sheriff’s Office Deputy Owens.

PEOPLE V. RATLEY, MICHAEL - Defendant was convicted of a felony violation of Penal Code section 666.5, Vehicle Theft with a Prior and felony 118(a), Perjury to Obtain Welfare Fraud Aid. Defendant was sentenced to 180 days jail, pay restitution of $3,192.45, and 3 years formal probation. This case was prosecuted by ADA Neumann with assistance from the Glenn County Sheriff's Office Detective Lopeteguy and Deputies Zarate and Johnsen and Glenn County Health and Human Services Agency - HHSA Special Investigations Unit Investigator McClain.

PEOPLE V. CARTWRIGHT, JASON- Defendant was previously convicted of felony violations of Vehicle Code section 10851(a), Vehicle Theft, Penal Code section 459, 1st Degree Burglary, Penal Code section 664/530.5 Attempted Identity Theft, and Penal Code section 496(a), Receiving Stolen Property. Defendant was found in violation of probation for the 5th time and probation was terminated. Defendant was sentenced to 3 years and 8 months in state prison. The case was prosecuted by DA Stewart with assistance from Glenn County Probation Department Officer Tompkins and Willows Police Department Sgt. Stover. 

AS HEARD IN COURT NOVEMBER 21, 2017

PEOPLE V. BUTLER, THOMAS- Defendant was previously convicted of a misdemeanor violation of Health and Safety Code section 11377(a), Possession of Methamphetamine. Defendant was found in violation of probation for the 3rd time. Defendant was sentenced to 180 days in county jail and probation was reinstated. The case was prosecuted by DDA Coffey with assistance from Orland Police Department Officer Carmon and Glenn County Probation Department Officers Tompkins and Permann.

AS HEARD IN COURT NOVEMBER 3, 2017

MORENO, ROBERTO- Defendant was convicted of a felony violation of Penal Code section 187(a)/193(a)(3), Voluntary Manslaughter. Defendant was sentenced to 11 years in state prison and ordered to pay $4,662.63 in restitution for funeral expenses. The case was prosecuted by DA Stewart with assistance from California Highway Patrol Sergeant Poyner and Lieutenant Eccles.  

AS HEARD IN COURT NOVEMBER 6, 2020

PEOPLE V. EDWIN SPEER:  A parole hearing was conducted today from California State Prison, Chuckawalla for Inmate Edwin Speer. On October 28, 1999, Inmate Speer was 23 years old when he committed Voluntary Manslaughter with the use of a Firearm and in Criminal Street Gang Activity by shooting and killing 19-year-old victim, Christopher Clark in Willows, CA. As Inmate Speer was on felony probation at the time of the murder, Defendant was resentenced on his other cases in Glenn and Butte counties. Shortly after entering prison in 2002, Inmate Speer severely beat a fellow inmate inflicting life threatening injuries and obtaining a new felony conviction in Monterey County, adding 7 years to his sentence. Inmate Speer is currently serving a 31 years 8 months determinate sentence with an early parole release date of May 1, 2026. The Parole Board denied Inmate Speer's parole for 1 year, when he will be eligible for a hearing for a second time. The parole hearing was virtually attended by Assistant District Attorney Ruby Neumann, who opposed the parole on behalf of Glenn County as well as 8 surviving family members of Mr. Christopher Clark and Victim Witness Advocate White.  Thank you to Glenn County Sheriff's Office Lt. Gibbs and Facilities/I.T. Technician Roy Medina for setting up and making the jail conference room and technology available for the Virtual Hearing.

PEOPLE V. PETE, STEPHEN- Defendant was convicted of a felony violation of Penal Code section 273a(a), Child Endangerment, and a misdemeanor violation of Vehicle Code section 23152(b), DUI with a BAC above a 0.08%. Defendant was sentenced to 6 years in state prison. The case was prosecuted by DDA Harbarger with assistance from California Highway Patrol Officer Regnani and Orland Police Department Sgt. Vlach.

PEOPLE V. STINSON, CHARLIE- Defendant was convicted of a felony violation of Penal Code section 422(a), Criminal Threats. Defendant was sentenced to 3 years in state prison. The case was prosecuted by DDA Harbarger with assistance from Glenn County Sheriff's Office Deputies Ramirez, Ayres, Ladd, and Lemmon and Glenn County Probation Department Officer Moize.

PEOPLE V. BAKER, MATTHEW- Defendant was previously convicted of a felony violation of Penal Code section 273.5(a), Corporal Injury on Cohabitant. Defendant was found in violation of probation for the 3rd time. Defendant was sentenced to 3 years in state prison. The case was prosecuted by DA Stewart with assistance from Glenn County Probation Department Officer Garcia, Willows Police Department Sgt. Stover, and Glenn County Sheriff's Office Deputy Owens.

PEOPLE V. CHRISTOPHER CROWNOVER - Defendant was previously convicted of misdemeanor violations of Penal Code section 243(e)(1), Domestic Battery and Health and Safety Code section 11377(a), Possession of Methamphetamine and was found in violation of probation for the 7th and 8th time. Defendant was sentenced to 2 years jail and probation was terminated. This case was prosecuted by DDA Coffey with assistance from Glenn County Probation Department Officer Ortiz.

PEOPLE V. BAILEY, BRANDON- Defendant was convicted of a felony violation of Penal Code section 211, Second Degree Robbery of CVS with a special allegation of 667(c)&(e)(1) and 1170.12, Prior Strike. Defendant was sentenced to 6 years state prison and ordered to pay $7,306.74 restitution. This case was prosecuted by DA Stewart with assistance from Orland Police Department Officers Roenspie, Carmon, and Sgt. Vlach and Glenn County Sheriff's Department Deputies Zarate, Barnes, and Corbin.

TATUM, CALEB- Defendant was previously convicted of a misdemeanor violations of Health and Safety Code sections 11550, Under Influence of Controlled Substance, and 11364(a), Possession of Methamphetamine Pipe. Defendant was found in violation of probation for the 3rd time and terminated from probation. Defendant was sentenced to 240 days in county jail. The case was prosecuted by DDA Coffey with assistance from Glenn County Probation Department Officer Tompkins.
