AS HEARD IN COURT APRIL 21, 2023

PEOPLE V. TYLER JAMES LOPEZ – Defendant was convicted of a felony violation of Penal Code section 220(a)(1), Sexual Assault in Concert with Special Allegation 12022.53, Use of a Firearm, 245(a)(3), Assault with a Deadly Weapon Machinegun. Defendant was sentenced to 28 years state prison. This case was prosecuted by DA Stewart with assistance from Glenn County Sheriff's Office Sergeant Johnsen and Detective Lopeteguy. The Co-Defendant on this case was Anna Brown, who was sentenced to 2 life sentences plus 12 years in state prison last month.

PEOPLE V. MADDEN, KYLE- Defendant was previously convicted of a felony violation of Penal Code section 289(d), Sexual Penetration by Foreign Object of an Unconscious Person. Defendant was found in violation of probation for the 4th time. Defendant was sentenced to 6 years in state prison and probation was terminated. The case was prosecuted by DDA Neumann with assistance from Orland Police Department Officer Roenspie and Glenn County Probation Department Officer Van Eck.

PEOPLE V. STEVEN DEHOYOS HERNANDEZ SR - Defendant was convicted of felony violations of Penal Code section 368(b)(1), Elder Abuse Likely to Produce Great Bodily Injury and 243.9(a), Battery by Gassing and was found in violation of parole in a felony 69, Resist Police Officer by Force or Violence case. Defendant was sentenced to 3 years prison. This case was prosecuted by ADA Neumann with assistance from Glenn County Sherrif's Office Deputies Johnsen, Lourenzo, Sheldon, and Ramos and Parole Agent Brewer.

PEOPLE v. HORSTMAN, ANDREW- Defendant was convicted of a felony violation of Penal Code section 666.5(a), Automobile Theft with a Prior Auto Theft and 667.5(b), Prior Prison Term. Defendant was sentenced to mandatory supervision term of 5 years with 2 years in local prison and 3 years suspended on mandatory supervision. This case was prosecuted by DDA Neumann with assistance from Glenn County Sheriff's Office Deputies Alves and Sheldon.

PEOPLE V. KENNETH MICHAEL FREDRICKSON - Defendant was convicted of a felony violation of Penal Code section 666.5(a), Automobile Theft with Prior Vehicle Thefts with a Strike Prior. Defendant was sentenced to 4 years prison. This case was prosecuted by DA Stewart with assistance from Glenn County Sheriff's Office Deputies Lemmon, Rasmussen, and Gonzalez.

PEOPLE V. DAVE RAYMOND CAMPBELL - Defendant was previously convicted of a felony violation of 273.5(a), Corporal Injury to Dating Relationship and was found in violation of probation for the 9th time. Defendant was sentenced to 3 years prison and probation was terminated. This case was prosecuted by DDA Coffey with assistance from Glenn County Probation Officer Pfyl.

PAROLE DENIED!

 PEOPLE V. FRANCISCO MEDINA:  A parole hearing was conducted today from California State Prison, Corcoran for Inmate Francisco Medina. On October 28, 1999, Inmate Medina was 18 years old when he committed the life offense of Second Degree Murder by shooting and killing 19-year-old victim, Christopher Clark in Willows, CA. Inmate Medina was 19 years old when he was sentenced to 15 years to life.  Inmate Medina was 31 years old at his first parole hearing in 2013 when parole was previously denied. Since that parole hearing, he obtained a new felony conviction in 2017, Possession of Heroin in Prison, for an additional and consecutive two year sentence from Kings County. The Parole Board denied Inmate Medina's parole for 1 year, when he will be eligible for a hearing for a third time. The parole hearing was virtually attended by Assistant District Attorney Ruby Neumann, who opposed the parole on behalf of Glenn County as well as 6 surviving family members of Mr. Christopher Clark.  Thank you to Glenn County Sheriff's Office Lt. Gibbs and Facilities/I.T. Technician Roy Medina for setting up and making the jail conference available for the Virtual Hearing.

PEOPLE V. TILLIS, SHAWNTRE - Defendant, age 24 from Antioch, CA, was convicted of felony violations of TWO SEPARATE COUNTS of Penal Code section 191.5(a), Gross Vehicular Manslaughter of I.G. and F.G., TWO SEPARATE COUNTS Vehicle Code section 23153(a), Driving Under the Influence of Alcohol Causing Injury, TWO SEPARATE COUNTS Vehicle Code section 23153(b), Driving Under the Influence of Alcohol over 0.08% BAC Causing Injury, and SIX SEPARATE Special Allegations in violation of Vehicle Code section 23558, Injury or Death to Multiple Victims, J.D., R.D., C.R.D., Y.S., A.G., and E.S.

This vehicle collision occurred on March 12, 2017 and took the life of 2 people and injured 5 others including great bodily injury requiring multiple surgeries including a broken neck, when Defendant chose to drink with a blood alcohol content of .14/.13%. The incident took place on Interstate-5 just north of County Road 57 with Defendant driving impaired over 117 MPH and involved 7 vehicles in the collision. The victims deceased in this case were a 2 year old little boy and his father, I.G. and F.G., who were driving back home from Disneyland. Defendant was sentenced to the maximum sentence permitted under California sentencing laws 15 years state prison. This case was prosecuted by DA Stewart with assistance from the CHP – Willows Officer Kerr, MAIT Officers Mitchell, Dalin, Hamann, and Chico Police Department Officer Consiglio, and Glenn County Health and Human Services Agency - HHSA Victim Witness Advocate Jacinto. Dwayne Stewart, District Attorney, offers his heartfelt condolences to the survivors of this collision and commends Y.S. for speaking at the sentencing on behalf of her family losing her husband and son.

PEOPLE V. WARREN, TIMOTHY- Defendant was previously convicted of felony violations of Health and Safety Code sections 11379, Sale of Methamphetamine, 11366(a), Maintaining a Place for Sale of Methamphetamine, Penal Code sections 459, Second Degree Burglary, misdemeanor 148(a)(1), Resist Obstruct Delay a Peace Officer, and found in violation of probation in 1 case. The Defendant was re-sentenced to 3 years 4 months in state prison. This case was prosecuted by DA Stewart from Glenn County Probation Department Officers Perry, Teague, Moize, and Van Eck, Orland Police Department Officer Fullmore, Glenn County Sheriff’s Office Sergeant Melgarejo, and GLINTF Agents Cushman and Tharp.

PEOPLE v. RODRIGUEZ, IVAN- Defendant plead to felony violation of Penal Code section 29800(a)(1), Felon in Possession of Firearm and Penal Code section 667.5(b), Prior Prison Term. Defendant was sentenced to 4 years state prison. This case was prosecuted by ADA Neumann with assistance from Glenn County Sheriff's Office Deputies Turner and Goodwin and Sergeant Owens.

MEDINA, JUAN ANTONIO- Defendant was convicted of felony violations of Health and Safety Code section 11378, Possession of Methamphetamine for Sales, Penal Code sections 12022.1, Committing a Felony while out on Felony Probation, 29800, Possession of a Firearm by a Felon, 30305, Possession of Ammunition by a Felon, and 22210, Possession of a Billy Club. Defendant was sentenced to 5 years 4 months state prison. DANIEL FALLON-  Defendant was convicted of a felony violations of Penal Code sections 243.9(a), Battery Committed by Gassing as two separate felony counts, a third felony of 243.1, Battery Against a Custodial Officer, and a Prior Strike. Defendant was previously convicted of a felony violation of 245(a)(4), Assault with Force Likely to Produce Great Bodily Injury and felony 273.6(d), Disobeying a Court Order with Violence/Threat and Prior and was found in violation of probation for the 2nd time. Defendant was sentenced to 9 years 4 months state prison and probation was terminated. The case was prosecuted by DDA Coffey with assistance from Glenn County Sheriff's Office Deputies Lemmon, Loudermilk, White, Draper, Sheldon, Cortez, Alves, Reynolds, Chavez, Lt. Gibbs, and Sgt. Melgarejo, and Glenn County Probation Department Officers Moize and Ortiz.

PEOPLE V. STEPHEN KRAIG GREEN- Defendant was previously convicted of a felony probation violation of Penal Code section 4573.6, Bringing Drugs into jail and was found in violation of mandatory supervision for the 1st and 2nd time. Defendant was sentenced to 977 days jail and mandatory supervision was terminated. This case was prosecuted by ADA Neumann with assistance from Glenn County Probation Office Deputy Perry.

CHESNEY, JONATHAN - Defendant was convicted of felony violations of Penal Code sections 211, Second Degree Robbery of Liberty Gas Station and 211, Second Degree Robbery of AM/PM in two separate robberies committed in Orland on April 11, 2019 and May 2, 2019.  Defendant was sentenced to 4 years state prison and ordered to pay restitution of $956. This case was prosecuted by ADA Neumann with assistance from the Orland Police Department Officers Roenspie and Mills. 

PEOPLE V. GREEN, STEPHEN KRAIG - Defendant was convicted of a felony violation of Penal Code section 4573.6(a), Bringing Methamphetamine into the Glenn County Jail and was found in violation of probation on 3 separate misdemeanor cases for violation of Penal Code section 148(a)(1), Resist Obstruct Delay a Peace Officer, and Health and Safety Code sections 11377(a), Possession of Meth and 11364(a), Possession of Drug Paraphenalia. Defendant was sentenced to 4 years prison. This case was prosecuted by ADA Neumann with assistance from Glenn County Sheriff's Office Deputies McIntyre, Garcia, and Ayres.

AS HEARD IN COURT FEBRUARY 17, 2023

PEOPLE V. STANLEY SCOTT GRUNDY – Defendant was convicted of a felony violation of Penal Code section 192(a)/193(a), Voluntary Manslaughter with special enhancement, 12022.5(a), Personal Use of a Firearm. Defendant was sentenced to the maximum sentence the law allows to 21 years state prison. This case was prosecuted by ADA Neumann with assistance from retired DDA Vacek, CHP - Willows Officer Cushman, and Glenn County Sheriff's Office Detectives Lopeteguy and Barnes, Deputy Thompson, and Sergeant Felton, FBI Agent Wales, DA Chief Investigator Knight, and Victim Witness Advocate White.

This incident occurred on or about March 8, 2019, Defendants Stanley Scott Grundy, Lane Cleo Walker, and John Cornelis Poldervaart were with now deceased Michael Paul Oliveira at Oliveira’s residence to confront victim, Brandon Dawson. A confrontation ensued with a four-on-one fight where Defendants Grundy, Walker, and Poldervaart joined Oliveira to beat victim Dawson into submission, subsequently handcuffing his hands and zip tying his feet. Dawson was driven to Willows by Grundy in Grundy’s van with Walker and Poldervaart as passengers. Oliveira was following in a separate vehicle, Dawson’s BMW. In Willows, Oliveira and Poldervaart left the area together leaving Grundy and Walker with Dawson in Grundy’s van. Grundy and Walker drove Dawson approximately an hour and 20 minutes away from Willows to a location in the foothills of Colusa County where Grundy personally used a firearm to shoot Dawson in the head, causing Dawson’s death. Grundy and Walker burned Dawson’s body and then left the scene. Grundy then returned to the homicide crime scene later in the evening with co-Defendant Clayton Shane Humphrey to bury the body and remove the handcuffs. Grundy and Humphrey purchased a Dremel tool and a shovel from Walmart in Willows to remove the handcuffs, but were unable to do so with these tools. Humphrey used a knife and shovel to remove the handcuffs from Dawson’s body by removing Dawson’s hands from his deceased body. Grundy and Humphrey buried Dawson’s body in a shallow grave in the foothills of Colusa County. Without the cooperation of witnesses who provided critical information to law enforcement, this case could not have been solved and prosecuted. Our offices expresses condolences to the Dawson and Skidmore family for the loss of Brandon Dawson.

PEOPLE V. VESSELS, JAMES - Defendant was convicted of felony violations of Penal Code sections 530.5(c)(3), Identify Theft of More Than 10 persons with a Special Allegation Enhancement 12022.1(b)(1), Committing a Felony while Out on Bail, 1320(b), Failure to Appear for a Felony while on Own Recognizance, 4573.8, Possession of Alcohol in Jail, 594(a), Vandalism over $400, Health and Safety Code Section 11379(a), Possession of  Controlled Substance for Sale, and misdemeanor violations of 148(a), Resist Obstruct Delay a Peace Officer and 530.5(c)(1), Identity Theft. Defendant was sentenced to 8  years prison, $1,455.18 Restitution, and 4 years of this sentence to be served on Mandatory Supervision. This case was prosecuted by DDA Neumann and Glenn County Sheriff's Office Deputies Ayres, Sanchez, Martinez, Corbin, Barnes, Lemmon, Lopeteguy, Tuma, Thompson, and Sergeant Gibbs; CHP Officers Williams and Cushman; Glenn County Probation Department Officers Van Eck, and Edwards; and Willows Police Department Sergeant McIntyre and Chief Dahl.
